IRA distribution

Hello,
I wonder if you can help me. My sister had a number of IRA 401K's running as she worked in the US. She recently passed away and has left them to me as her beneficiary. I wish to cash them in the UK. Will I have to pay US tax on them ? and if so what percentage? I know there is a tax treaty between UK and US but I do not know if it applies here?
