What are reasons why someone should file an IRS Section 83(b) Election?

I was curious why a taxpayer should want to file an IRS section 83 (b) Election in connection to an ownership of stocks in a New Start Up?

What are the potential consequences of not filing this Election?

Any help on this subject would be greatly appreciated!
