What Factors determine if a Corporation is required to file Multi-State Tax Returns?

I would like to know what factors determine if a Corporation is required to file Multi-State Tax Returns. I have a Corporation that is going to be operating in NJ but will be employing Consultants in another State (NY).

Will I be required to file a NY State tax return? How do I apportion this tax return?

Thanks a lot for your help!
