Tax Garnishment

I bought a house through USDA Rural Development 6 years ago. Last year it went into foreclosure, I did a short sell on it in November 2009 so I could keep the foreclosure from happening. I never received the debt settlement packet nor any other information that I still owed anything. I filed my taxes and they are being held up because of this, they have told me there isn't anything they can do to stop them from taking all of it. Can they take the EIC and/or the child tax credit?
