Are the homestead rebate, (FAIR rebate and NJ SAVER rebate) taxable?

According to NJ Division of Taxation, "For New Jersey gross income tax purposes the homestead rebates, property tax reimbursement payments, FAIR rebates, and NJ SAVER rebates are not taxable, and should not be reported on the New Jersey gross income tax return."
