Income tax for someone working abroad for US Company

A Spanish citizen (not US) has an employment contract with a US company, but he is not resident in the US, he lives in a low tax juridiction (Cyprus).

Does he owe any tax to the US, does he need to send any tax return to the IRS?

Thanks
