Claiming city tax paid to nonresident city

Hello,

I live in Ohio. I am a resident of Kettering, but I was working in Moraine. Is there a way to claim the taxes paid to a city I don't live in? I used to live in VA, but work in DC, and I would do this-- the only problem I see here is DC is almost it's own state, and I'm quibbling over city taxes.
