1099 Misc. Income

I am self employed. I have a home office and I own a Commercial Building. I have a lady that cleans both of them. I paid her over $1,000 in 2016. She is also self employed. Do I issue her a 1099 Misc Income form for what I paid her in 2016? She says "no" and my tax preparer says "yes". Her tax preparer said no because of IRS Publication 926????

Please advise!
