social security?

I have been always receiving my child support ever since i became older and now i'm 23 and receiving just the back pay of the child support money that he owes. I do not know why he chopes his payments into 60.00 dollars a month and not just pay the full amount which he owe.
I do have a problem and would like to know how to file for more money on him.
let me know who is the best person and guide me through these steps.
I have a child that i keep alot from my sister. Help me.
