NJ Income Tax - Property Tax Deduction/Credit

I have a question regarding this property tax rebate for tenants in NJ. I have referred to this URL Income Tax - Property Tax Deduction/Credit - NJ Taxation.

I live in Woodbridge Gardens aptartment complex maintained by Middlesex management. I paid annual rent of 12200.
I would like to know if I can claim for property tax credit on this rent.

Also am I eligible for home stead rebate.
