Rejected for F1040-414 Business Rule

Hi,
I am using freefilefillableforms to submit my tax returns. After e-filing I get the business rule error F1040-414 and this means that my Schedule 8812 is missing. However I do have the Form 8812 attached and is filled but I still get this error.
I have two sons. One of them has an ITIN and the second is US citizen. In form 1010, I filled in 6c for both of them and checked the checkbox in column 4. In Form 8812, I only answered "Yes" to the question A on the substantial presence test and left everything else blank. I even tried filling in the remaining answers just to see if it made any difference but the returns are always rejected.
I have been researching over the internet for the past two weeks and even submitted question to the IRS but they keep referring me to the document on rejection reasons. The only solution for this business rule is "Missing Document".

Does anyone know what the problem is ? Your time is appreciated.

Here's the reason for the rejection:


Issue : Business Rule F1040-414 - If Form 1040, Line 6c(2) 'DependentSSN' has an ITIN and Line 6c(4) checkbox 'EligibleForChildTaxCreditInd' is checked for that dependent, and Line 51, 'ChildTaxCreditAmt' has a non-zero value, then Schedule 8812 (Form 1040A or Form 1040) must be present in the return.

The following information may help you determine the form at issue:
Field/Xpath: /efile:Return/efile:ReturnData/efile:IRS1040/efileependentInformations[1]/efileependentSSN

i guess you need to talk to an intl tax representative at the IRS for more acurate info in detail.

Thanks for the response. I would be paper filing to avoid this error. Looks like a bug in the application but nobody is confirming that.

I guess I know the reason :)

I guess I know the reason for the error. Today I was trying to take the print outs of the form from FreeFileFillableForms so that I could paper file. When I was going to print the Schedule 8812, I hit a snag. It gave me an error that all data was not filled and didnt allow me to print. So what I did was started to fill out all sections which are Part 1, Part II, Part III and Part IV. There is a problem in Part III - Certain Filers Who Have Three or More Qualifying Children Question 9. I answered 7 & 8. 9 is supposed to be an auto populated field but it does not add lines 7 & 8 and is left as blank. So my doubt is that as a result of this, the form 8812 is not being submitted in my e-filing and I get the error. However, I am not 100% sure on this because this website does not have a technical support help but I am more leaning towards this reason.

Manual submission accepted

Hi all,
Thought I should update everyone with the latest. I finally manually sent the application by mail. IRS accepted the application which confirms my conclusion that freefilefillableforms has the issue with the child tax credit as mentioned above. Thanks all for your valuable time to view and respond.
