Including Parents As Dependents

My parents Immigrated last year 2013 July to US as permanent residents, my sister & Brother in law sponsored my parents permanent visa. I guess since they sponsored the visa, legally my Brother in law & sister are eligible to claim them as dependents, if they don't would i be able to include them as my dependents when i file my taxes? appreciate your response, Thank you.
