Foreign rental property depreciation

We have a foreign real estate property, which was inherited and is now owned among the siblings. This property stood vacant for several years and we have finally found the first tenant middle of last year. Note that the parents were foreign nationals and I am the only US taxable in the family.

How does one estimate the value of this property for depreciation purposes?

You must consult a professional to determine its price according to the area in which the property.
