why are our taxes so high?

My husband works for himself owning a sole proprietary business. He is making less than when working for someone else. We used to get a big tax refund every year and now we owe so much. I know we are supposed to be paying the irs throughout the year like when being employed having money taken out of his check, but we cant afford that. Are we doing something wrong? Is there a way of paying him a salary and then showing the business operating at a loss? Would that help w not oweing so much. The taxes are killing the business.
