Dependent Requirements

I live with my younger brother, and I just want to know if there is any way I would actually be able to claim him on my return.

I am responsible for essentially all of our living expenses. He only worked part of the year and his total income from his job was ~$3,500. However, he also filed for unemployment for awhile and got ~$1,500 from that. Since that takes him above the $3,900 cutoff to claim as a dependent, am I entirely out of luck on this? Or is there something out there that will let me claim him or even file as HoH?
