Restaurants that fail to report tips will begin to feel audit heat from the IRS. The IRS is planning to pursue restaurant employers who did not file form 8027. This is the annual tip information reporting return.

Employers who did not file the form will be investigated to determine whether they follow the rules for allocating tips to workers or not.

Hence, you should not be surprised when the tips are automatically added to your restaurant bill. Clearly, the restaurant owner or employer is attempting to comply with the new IRS rules of strict reporting.
