1099 misc for mileage?

I am a full time employee & received my W-2 for my salary, but received a 1099-MISC for the monthly truck allowance I receive. So, it looks like I have to also file a Schedule C for being self-employed, even though I am not. The TurboTax options given for why I received a 1099 do not fit vehicle allowance/mileage. How should I file this? Thank you.

* This was on Line 7 of 1099 $6000
* How do I file this so I can deduct all my expenses?... Gasoline, Mileage, Vehicle Repairs, Tires, oil, etc.... & therefore "break even" so that I don't have to pay taxes on this $6000.

OR you can report the auto related biz exp on Sch C lines 9 and 24.
