Tax levy Wage Garnishment

I recived a Levy back in August for failing to pay on a payment plan I quickly fixed the problem and paid what I owed and did not hear from the IRS again. I missed 3 payments so far because of finaces and when I filed my state taxes this year they took them because of a levy I have not received in fo from the IRS not letters nothing certified mail. The next step would be wage garnishment or Bank Levy right/ In Dec 2008 I did receive a banl levy but I fixed the problem quickly before it went thru. Some told me if the sent a letter before they will not send another and just proceed witht he Levy. Will the IRS inform now with a letter if they intend to garnish my wages or will they just do it and I won't know until I get my paycheck?
