I forgot to Issue 1099

Dear TaxGuru

I owned a small firm and I forgot to issue 1099 for the year of 2009 for three employees who were independent contractor who did some work for me related to the firm. Their annaul income was more than $600? Is it to late to issue 1099? What is my next step? Would I have to pay any penalties?
