1099 & Payroll company

We have a payroll company do our 1099's , but we also pay some vendors ourself. The payroll company did a 1096 can I do another 1096 for the people we manually cut checks for.

I think you can contribute any amount you want but these contributions made by you will not exempted from tax rather wholly taxable.
