Dad of three needs help

Ok, here is my situation. I have divorced with custody of two children. I have one additional child with my girlfriend. I have a government insured homeloan that I defaulted on with my ex-wife. When I filed last year I waited for three months for my refund untill I finaly was able to speak to a human at the IRS and they stated that my refund was intersepted by the Department of Agruculture. My question, is there any way I can bypass this interseption? We have so little money and this return that I file, with three child credits, gets us threw the year. I just cant seem to survive without it. Please is there anything we can do?

Under the Federal Payment Levy Program and the State Income Tax Levy Program , the IRS can seize your federal and state tax refund to satisfy a tax or non tax related debt you owe to the IRS. Further, the U.S. Treasury Department's Financial Management Service, responsible for issuing federal income tax refunds, can garnish your refund if you owe child support or other non-tax-related debts. You need to pay attention to the notices the institution sends you of its intent to garnish your refund. Typically, the federal agencies will send you a notice prior to actually garnishing your refund. Contact them promptly to see what your repayment options are. Typically, you can enter into an installment agreement to suit your budget, For instance, if you are temporarily incapable of making your loan payments, you can apply for a forbearance, which allows you to temporarily stop making payments or temporarily make reduced payments. Contact the establishment on how to file an appeal if you object to the garnishment. Generally, the instructions on how to file an appeal will be included in the garnishment notification sent to you. For instance, if the IRS intends to garnish your federal income tax refund and you object to it, you can file a request for a collection due process hearing with the IRS office stated on the notice.
