What is are the requirements for filing an estate tax return in 2007?

I have read somewhere that the IRS has changed the estate tax filing requirements, can you please provide some light on this subject. Tks!

Estate tax return is due within 9 months of death or alternate valuation date. You only file if the tax due is equal to or less than the applicable credit.
