limit on ss and medicare tax on tips less than $20 per month

Dear Sir,

while reading pub 17 I was puzzeled that an individual must not report tips less than $20 per month. However income tax is due- no ss and medicare taxes are due
could you please tell me as to why this rule was made and when it was made?
