Recharacterize Roth 403b then Roll

Can I recharacterize a Roth 403b to a Traditional IRA in order to 1) take a tax deduction of $6500 for 2016, then 2) roll that trad IRA over to pay back a state retirement plan between June and August of this year? The state retirement plan will not rollover Roths.
