Deducting donations made to charity without US Presence

This might be asked before , but couldn't find it.
Can we deduct donations made to an Indian Charity (without US Presence) while filing US Tax ?
I am getting conflicting answers on this when I search.

As said previously NO; not to an Indian charity unless the donation were made to a Canadian, US or Israeli charities
