Traditional IRA deduction

Hello,

I would like to know if my spouse can contribute to and receive a deduction for a traditional IRA.

She does not work but receives a U.S. government retirement annuity. I work but am not covered by an employer-sponsored retirement plan. I know that I can deduct a traditional IRA. Since she receives the retirement pension can she still deduct a traditional IRA based on my earnings?
Does receipt of a pension become a disqualifier for her to deduct a traditional IRA based on my earnings?
