Healthcare Question

My husband is the only one working and earns around 66k. He has insurance on himself through his employer,but to insure the whole family It would cost close to 1k. Needless,to say my 2 children and I have gone without insurance for the whole tax year. Turbo tax says I can get the penalty waived. I'm assuming this is through the 8 percent rule and I guess we fit into the family glitch territory. Turbo tax didn't really ask me any questions related to the cost of the insurance or that I would need any supporting evidence. The question is are we eligible to have the penalty waived?
