Can I prepare but not sign/send tax return if I don't have a power of attorney

My client sent a revocation of Power of Attorney but wants me to finish preparing the tax return since they paid for it already. They just want to be able to send it in on their own and not have me sign it.

Can I prepare a tax return without a POA?
