I am a nonresident alien and i drive for Uber. Am i required to file a Schedule C or a self-employment tax?

The IRS says "The Internal Revenue Code does not impose the self-employment tax on the self-employment income of a nonresident alien, unless the self-employment tax liability is imposed under the terms of a Totalization Agreement."

My country is not part of that Totalization Agreement.
