lived in Virginia but paid taxes to DC

Hi ,

I need help with the 2015 tax filing . My work location was in D.C. I paid DC taxes but and I lived in Virginia entire 2015. I have already filed taxes through an agent . He prepared taxes for both DC and Virginia .Now it says that i owe money to Virginia because i dint pay taxed and i get refund from DC.
But he is confusing me about the next step now by giving different answers . Initially he told me to file D-40B to DC then DC will pay to Virginia and i don't need to send money to Virginia . Now he is asking me to pay Virginia taxes and then file D-40B to DC and i will get refund from DC.

Can i file D-40D frist and after getting the refund file send payment to Virginia.

Can you please help me understand what i need to do .

below is the exact summary they sent .

Enclosed is your 2015 District of Columbia Individual Income Tax Return. The original should
be signed at the bottom of page two. No tax is payable with the filing of this return.
You should sign the D-40B request for refund form.
Mail your District of Columbia return on or before April 18, 2016 to:
OFFICE OF TAX AND REVENUE, XXXXXXXXX, DC
Your 2015 Virginia Individual Income Tax Return will be electronically filed with the State of
Virginia upon receipt of a signed Form VA-8879. There is a balance due of $2,XXXX.
Mail your Virginia payment voucher on or before May 2, 2016 and make your check payable to:
VIRGINIA DEPARTMENT OF TAXATION, XXXX, XXXXX, VA
