I am tumbling with my University about some charges. They garnished my state refund so I have not filed last yrs taxes...I'm scheduled for a decent refund and owe nothing. Can a state school garnish federal as well. It is not a loan but outstanding balance on a single course I am disputing. I was misinformed and now I don't want to be more frustrated than am currently.thanks
