estate state tax

My parent passed away after she had been living abroad for 3 years and had no intent to return. She owned property and a COOP in NY, but her last address was in NJ. NJ is claiming taxes on her COOP, and NY on her property. Why does NJ have a legal right to tax her at all? Does it make any difference in terms of tax burden?
