Question NJ / PA Reciprocal Agreement

I hope there is an easy answer to this. I have lived in NJ for the past 22 years. I have worked in PA since 1989. My filing status is single so my state as well as federal tax filings are pretty simple. The one burning question I've always had concerns the reciprocal agreement between NJ and PA. I have never gotten back any money from the state of NJ the entire time I've worked in PA and so if I understand the agreement correctly it is because taxes are taken out in PA. Is that correct? I hear that other people get a refund from NJ even though they work in PA as I do. All of these years I have not been getting any money back from NJ and am wondering if I should be? I thought that because of this agreement I was not supposed to. Have I been missing out all these years on refunds from NJ or are there other factors that determine if you get anything back? I'm very confused and now question if my understanding of the agreement is correct and if there is a simple answer. HELP!!
