Any tax liability on early estate distribution?

There is a $2M estate in NY that will make an early distribution of $150K to each of 4 children (death late 2008, final distribution likely early 2010). We have been informed that there is a tax liability to the beneficiary for an "early" estate distribution (inheritance). Is this true? If so, what is the tax liability and where can I find more info? Thanks.
