If 2 or more taxpayers claim a dependent in the same year, who would the IRS allow?

If there are two or more taxpayers who claim a dependent as a qualifying child in the same year which taxpayer would the IRS generally allow to claim the exemption deduction and the dependent child tax credit?

Thanks in advance!
