I won some prize money from microsoft and i am a NON-US resident.....I am a citizen of India and I live here permanently ...never been to the US ..... won it thru an online competition ....but for me to receive the payment they require an irs tax certificate for Non-U.S. payees ...so i would like complete exemption...so could u tell me which form do i require to fill....plz help
