Can IRS offset my tax refund to collect income tax debts owed to California State?

I was wondering whether or not the IRS offset my tax refund to collect income tax liabilities that are owed to California State? I owed prior year tax liabilities on my California Personal tax returns, but it seems that I am going to get a tax refund on the Federal Tax Return. I just want to know if I can realistically expect to get that refund!
