Married filing jointly

My husband and I are married and filing jointly. we also put 0 for both federal and state tax exemptions because we don't want to owe any money when we file tax and even hoping for a refund. we have a 2 yr old daughter. my question is what else can we do so we won't owe anything when we file tax? we owe money in 2013 & 2014.
