Moving Deduction and Utilities

I am qualified to take the moving deduction. Per the IRS materials, utility connection/disconnection fees are qualified for deduction. Are there limitations to the definition of utility? Ex: does cable, internet, phone, cell phone, security monitoring qualify? For qualified utilities, do applicable early termination fees qualify for the deduction as well? Ex: I will be assessed an early termination fee for disconnection of propane service. Thank you.
