2014 over withholdings in 2015 - W2-C ?

So my employer over withheld all of us at my office $25 in 2014. They decided to email us all checks for the amount and a W2-C in March of 2015 for our "new" 2014 totals. Is that right? Is it when I earn the money, or finally get it? Lots of folks have already filed and they have to amend their return now. Is this the way it's supposed to work? Many thanks over this molehill.
