2008 Capital Gains & Qualified Dividends Tax Rate

For taxpayers in the 10% and 15% tax brackets is there 0% tax on capital gains and qualified dividends for tax year 2008?

Also, as the law stands now, is there also 0% tax on capital gains and qualified dividends for these two lowest tax brackets for 2009 and 2010? (I realize this is subject to future revision; I'm just wondering if it's the case as of now.)
