Employer did not take federal taxes

New to the forum.....thanks in advance for any help.

Here is the story....will keep as short as possible.

So my stepson who is 20 has worked for the same company since April 2013. Filed taxes for 2013 and he got a refund of $1200+/-
He has not changed his W-4 since he started there. We just got his 2014 W-2 in the mail. Everthing looks good till you get to the bottom of the list below:

Wages: $17129
Soc Sec. withheld: $1062
Medicare: $ 248
State: $127.91
Federal: $12.50 (yep, 12 dollars and fifty cents)

Double checked his paystubs online and yep $12.50 for 2014 fed taxes. I know he should have been checking his paystubs, but he would not have known what he should have been paying. We as parents should have been paying more attention also, but now he is looking at paying around $700 that he does not have to the IRS.

Seems to me that this is a mistake by his employer, does anyone know if there is anything we can do to get the employer help him pay this.
