Long and Complicated - Not sure who files as what

This is a long and complicated scenario and questions so be warned! Lol. Hope someone is able to sort through it all.

Scenario:

In 2014 there were 3 people including myself living together for more than 10 months of the year. I receive disability that falls in the healthcare.gov bracket of 15,000-62,000 for 12 months. My partner was unemployed during 2014 and relied on me for more than 50% of personal needs, so I believe she's at least a dependent of me. My mother, for all intents, was basically renting a room. She paid a set amount each month that went to household bills (% of rent, utilities, cable & internet) all other expenses like food, transportation, personal items and bills, health care, etc were paid separately. She has 2 jobs and I think her income falls in the range of 38k-50k a year. Her household contribution, or I guess my income from her, was under 4,000 for the entire 12 months. Outside of my disability no one received any type of state or federal assistance for anything. No one attended a college. And I'm fairly certain no contributions to anything were made.

Questions:

When I file am I head of household? (partner is my dependent I think but mother was not)

My partner had no health coverage but we are thinking about applying for it this year. How does my mother's income affect her tax payment for not having health insurance in 2014 (will she owe 1% of my income or 1% of me and my mother's income or is she exempt because she had no personal income). How does my mother's income from last year affect household income or household size when she tries to obtain health insurance for 2015? My mother moved out in November 2014.

How I think I would file:
----------------------------
Me as head of household with 1 dependent and my disability as income.
My partner as dependent of me with no income.
And my mother I assume files as single with her own income. By those assumptions I would assume my partner files for health insurance listing only my disability as income for the time being.

Please help. I tried asking healthcare.gov and they sound more confused than I am about filing status and what goes on their own application. I really don't want to screw up tax forms or a health insurance application.
