If 2 people are married with no custodial rights set-up through court,And both parents have the child the same amount of time,50/50 through the year, Who gets to claim the child? Is it really about first come first serve?

no then the parent that has higher agi will be able to claim the exemption of the child

What if both parents dont work,and one of the parents is on SSI.?
