Red face Please help with rules governing employer retirement plans

In 2013, from January through May, I participated in an employer sponsored retirement plan. From June through December 2013, I worked for a different employer and did NOT participate in any retirement plan.

If I fund a traditional IRA for 2013, can I take a deduction for said IRA? TaxAct isn't allowing me to do so. Where can I get a determination on this issue?

I appreciate your insight.
