Sibling in College Abroad Is It Tax Deductible

Hello Experts,

I have a sister who started taking Medical Course in the Philippines. She's 24 yrs old and a US Citizen.

Each month I am sending her money for books and tuition.

Can I claim her expenses as tax deductible?

What publication(s) should I read more to address this issue?
