Does withholding of the real estate tax relieve taxpayers from the requirement to file an Oregon return?

Per Oregon Department of Revenue, "the seller is still required to file the Oregon personal income tax return, corporate income tax, or excise tax return, whichever is applicable, by the due date of the return."
