dependents who have green cards but live mostly abroad

Hi, my parents received their green cards last year and their social security cards but only stayed for 2 months. I support them financially 100%. Can I claim them as dependents even though they didn't live here for over 6 months? Also, they didn't have insurance so how do i avoid a fee for the affordable act sections?
