1095A allocation percentage

I Shared a Policy with another taxpayer. The Allocation percentages should by 50/50 of the person that made more money should take the biggest percentage?
I am confused in how to distributed the allocation, because some people said that is more convenient to give 100 of the percentage to the person that earn less, so this way you do not have to pay any amount taken in advance and the other taxpayer get a bigger refund. How should I do the distribution correctly?
How I allocated the percentages when in the form I am the recipient and the another taxpayer is the covered individual?
