Closing a 529 account

I have two 529 accounts for my kids that were set up about 6 years ago. The first investment was $500 dollars to each account. I have not contributed anything else to it and now each account is worth about $420. My question is, is there a penility to close these accounts and put them in a regular savings. Thanks for the help.
